Donald Trump a signé mercredi soir un décret ordonnant le retrait des Etats-Unis de 66 organisations internationales qui « ne servent plus les intérêts américains ». Ce décret est intitulé « Withdrawing the United States from International Organizations, Conventions, and Treaties that Are Contrary to the Interests of the United States« . L’exécutif américain a précisé que parmi elles se trouvaient 31 organisations liées à l’ONU:
(i) Department of Economic and Social Affairs;

(ii) UN Economic and Social Council (ECOSOC) — Economic Commission for Africa;

(iii) ECOSOC — Economic Commission for Latin America and the Caribbean;

(iv) ECOSOC — Economic and Social Commission for Asia and the Pacific;

(v) ECOSOC — Economic and Social Commission for Western Asia;

(vi) International Law Commission;

(vii) International Residual Mechanism for Criminal Tribunals;

(viii) International Trade Centre;

(ix) Office of the Special Adviser on Africa;

La sécurité et le maintien de la paix concernées
Dans un communiqué, le secrétaire d’Etat américain Marco Rubio a pour sa part accusé les organisations visées de promouvoir une « idéologie progressiste », dénonçant notamment « les campagnes pour l’égalité de genre et l’orthodoxie climatique ». Effectivement, Trump vise les organisations actives dans ces domaines. Depuis son retour à la Maison Blanche il y a près d’un an, le président républicain poursuit la mise en oeuvre sa vision de « l’Amérique d’abord ». Comme lors de son premier mandat, il a ainsi décidé de retirer les Etats-Unis de l’accord de Paris sur le climat et de l’Unesco (organisation des Nations unies pour l’éducation, la science et la culture), que les Etats-Unis avaient réintégrés sous la présidence de Joe Biden. Cette fois, la mesure touche la Convention-cadre des Nations unies sur les changements climatiques (CNUCC), traité fondateur de tous les autres accords climatiques internationaux, conclu en 1992 lors du sommet de la Terre de Rio.

Toutefois, les domaines sécuritaires sont aussi concernés par ces mesures qui se traduiront par une cessation du financement américain et qui traduisent une volonté exacerbée d’échapper à toute influence et tout contrôle extérieurs  dans des domaines critiques de la sécurité, du droit international et de la lutte anti-terroriste.
